Monopolization and Big Tech Committee

The newly-created Monopolization and Big Tech Committee covers a range of legal developments relating to single-firm conduct, as well as innovations in the technology industry that the antitrust laws are being called upon to address. The Committee holds informational panels, including CLE panels, and quarterly meetings to discuss new developments in the antitrust laws. The Committee is keen to welcome and engage with new members.

The Monopolization and Big Tech Committee aims to connect practitioners and serve as a resource for them to keep current on recent developments. Topics and areas of interest include Platforms – the so called “Big Tech” major technology companies; the technologies that may disrupt or help entrench market positions (e.g., algorithms, artificial intelligence, application programming interfaces, Blockchain, etc.); and ongoing proposed legislation and litigation surrounding these companies.

The Committee holds periodic meetings, events and CLEs where members share ideas and get valuable training and insight for their practice. It offers many ways to become a more active participant of the NYSBA, including speaking and writing opportunities through committee-sponsored events and publications. Above all, the Committee is a network of practitioners seeking to develop relationships with one another and be engaged in open dialogue about the practice of law. Practitioners and law students are encouraged to reach out to an existing member and learn more about getting involved with this growing committee.

Lawrence Buterman is a partner in the New York and Washington, D.C. offices of Latham & Watkins and a member of the firm’s Antitrust & Competition Practice. Mr. Buterman has significant first-chair trial experience and has successfully tried cases to verdict in state and federal courts throughout the country. In addition to his litigation practice, Mr. Buterman regularly represents clients appearing before the Antitrust Division of the Department of Justice (DOJ) and state attorneys general in both civil and criminal investigations. Prior to joining Latham, Mr. Buterman spent several years in the DOJ as a trial attorney in the Networks and Technology Enforcement Section of the Antitrust Division, where he led the Division to victories at trial in high profile merger and conduct matters such as U.S. v. H&R Block and U.S. v. Apple. For his trial victories on behalf of the US, Mr. Buterman was twice awarded the Antitrust Division’s Award of Distinction. Mr. Buterman also is consistently ranked as a top antitrust practitioner in publications such as Chambers, GCR and Legal 500.

Beatriz Marques, a NYS Attorney since January 2018, is an Assistant Attorney General at the Office of the New York State Attorney General’s Antitrust Bureau. She received her LL.B in Law from the University of Bristol in the UK, and her LL.M in European Law from Université Panthéon Assas (Paris II) in France. Beatriz has a record of prestigious work experiences including Kreab a European Public Affairs firm, UNESCO in Paris, the United Nations in Nicaragua, the Central American Court of Justice, and a law firm in Central America, Consortium Legal. Beatriz is passionate about Antitrust Law and completed a Certificate of Advanced Studies in International Competition Law and Compliance at the Zurich University of Applied Sciences in Switzerland in 2018. In 2019, Beatriz was Shortlisted for the Concurrences Antitrust Writing Awards, and in 2020 received the New York Attorney General’s Louis J. Lefkowitz Memorial Award for her work on the T-Mobile/Sprint Merger Challenge.

Christopher Lynch is counsel in the New York office of Davis Polk & Wardwell and a member of the firm’s Antitrust & Competition group. Chris advises clients on competition law aspects of M&A, litigation, non-merger conduct investigations, regulatory proceedings, and antitrust risk counseling. He helps clients formulate their antitrust clearance strategies for their most complex transactions. He also represents clients in high-profile antitrust litigations. In addition, Chris advises clients in a variety of non-merger conduct investigations and competition-related regulatory proceedings. Chris counsels clients across a wide range of industries, and has a particular focus on telecommunications, media, technology, advertising, privacy and internet-related issues.

Kaj Rozga is Counsel in the New York office of Davis Wright Tremaine, LLP. He brings a unique blend of government, international, and private practice experience to bear on advising clients on all aspects of antitrust and competition law. Mr. Rozga litigates strategic and class action lawsuits, defends companies in government investigations, and counsels clients on M&A, commercial matters, and compliance. He provides practical and mission-focused advice to tech companies navigating a shifting legal climate for app stores, FinTech, blockchain, AI/ML, algorithmic pricing, and other emerging technologies.
