She was also named to the 2021 and 2022 Super Lawyers Rising Stars list and the 2023 Best Lawyers Ones to Watch list. Ms. Enea was recognized at Westfair Communications’ 2019 Millennial Awards. She is the president of CAREERS Support Solutions’ Board of Directors, a non-profit helping individuals with disabilities obtain gainful employment in Westchester, Putnam and Dutchess Counties, and a member of the Pace Women’s Justice Center Advisory Board, Friends of Gail. Ms. Enea received a B.S. in Business Management from Quinnipiac University, graduating Magna Cum Laude, and a J.D. from the Pace University School of Law, graduating Summa Cum Laude. Deborah A. Scalise is a principal of SCALISE & HAMILTON, P.C., in Scarsdale, New York, and a founding member of its predecessor, Scalise & Hamilton LLP. The firm continues to focus its practice on the representation of lawyers, judges, and accountants in professional responsibility and ethics matters. Before entering private practice, Ms. Scalise was Deputy Attorney General in Charge of Public Advocacy for the Westchester Region. Prior to that, she was the Deputy Chief Counsel to the Departmental Disciplinary Committee for the First Judicial Department where she litigated complex disciplinary matters. In addition, she served as an Assistant District Attorney in Kings County where she prosecuted economic crimes and arson cases.

Ms. Scalise received a Juris Doctor from Brooklyn Law School and a B.A. from John Jay College of the City University of New York. Ms. Scalise also earned a Master of Arts Degree in Forensic Psychology from the John Jay College of the City University of New York.

In 2016 Ms. Scalise was appointed to the NYS Office of Court Administration CLE Board by Chief Judge Janet DiFiore serving as a member for three years until 2019. She also testified before the 2015 OCA State Commission on Professional Discipline regarding attorney mental health issues. Her materials, entitled “Ethically Dealing with Clients, Witnesses and Attorneys with Diminished Capacity,” were annexed to the Commission’s Report that issued recommendations as to the unification of the New York State disciplinary process.

Ms. Scalise is active in several bar associations, coordinating and lecturing for Continuing Legal Education Programs and actively plans Community Outreach events for local students, including: Career Day, Law Day and Take Your Children to Work Day. She also volunteers as a Legal Advisor/Coach for Rye Neck High School, Westchester County/New York State Bar Association Mock Trial Competition. In 2016, Ms. Scalise coached Pace Law School’s Team in the National Ethics Trial Competition Team at the Pacific McGeorge School of Law in Sacramento, California.

Ms. Scalise has authored numerous articles on ethics and professional responsibility. Notably, she coauthored a recent article entitled “Changes to State CLE Requirements Now Include Diversity, Inclusion and Elimination of Bias”, Hon. Betty Weinberg Ellerin, Deborah A. Scalise and Gina Bucciero, New York Law Journal, March 23, 2018; she was a contributing author in “The Dementia Crisis” written by Robert Abrams, Esq., Editor, NYS Bar Association Journal, January 2017 and contributed a chapter to Oxford University Press’s The New York Rules of Professional Conduct: Opinions, Commentary, and Case Law, a treatise discussing ethical conduct.

Recently, Ms. Scalise received the NYSBA’s 2019 Ruth G. Shapiro Memorial Award for her noteworthy contribution to the concerns of women through pro bono services, writing, service to bar associations or community organizations. In October 2018, the Legal Services of the Hudson Valley also recognized her during National Pro Bono Week for her legal counsel and mentorship in the area of ethics and professionalism to the organization. In 2015 Ms. Scalise and her partner, Sarah Jo Hamilton were honored by NYCBA Lawyers Assistance Program (LAP) for their continued support and contributions to LAP. In 2014, the firm received the WWBA’s Family Friendly Award. In 2012, Ms. Scalise received WBASNY’s Marilyn Menge Award, and in 2009 she received the Westchester County Above the Bar Pace Setter Award.

2023 Jonathan Lippman Pro Bono Award Winner

The 50+ Section of the New York State Bar Association is pleased to announce that the 2023 Jonathan Lippman Pro Bono Award recipient is Michael Perna of Orange County, New York.

Public service has been a constant in Michael’s life. For fifteen years after graduating from Cathedral College of the Immaculate Conception in Douglaston, NY, Michael was a New York City public school teacher. During that time Michael became an active leader of the NYC teachers’ union, the United Federation of Teachers, and attended Fordham School of Law where he was the Student Bar Association Evening Division vice president. Upon graduation from law school, Michael was honored to have been the inaugural recipient of the Adele Monaco Memorial Award. Named after a classmate, the late Ms. Monaco, this award is presented to that member of the graduating law school class in the evening division who has made a positive impact on the lives of evening division students through the demonstration of compassion, determination, and commitment to public service.

Post-graduation, Michael’s career has focused primarily on public sector labor and employment. He has served as Assistant General Counsel with the NYC Mayor’s Office of Labor Relations, a Trial Examiner at the NYC Office of Collective Bargaining and had two stints in private practice initially with the firm of Ehrlich, Frazer & Feldman, and then, with their successor firm, Frazer & Feldman, LLP, of Garden City, NY. Michael is currently employed as a Labor Relations Specialist with New York State United Teachers devoting his expertise and experience to supporting unionized workers.

With the ongoing and constant support of his partner (now spouse!) of over thirty years, David Joscher, Michael has been able to formalize his commitment to public service by joining the Attorney Emeritus Program of the NYS Unified Court System, a program begun by Chief Judge Lippman, for whom today’s award is named. As Chief Judge, Jonathan Lippman instituted several reforms aimed at increasing access to legal services.[1] Attorney Emeritus Program attorneys offer pro bono services under the auspices of qualified legal service provider, bar association, or court-sponsored volunteer lawyer program.

For the last two years, Michael has focused his efforts at supporting the pro bono work of two noteworthy organizations, Legal Assistance of Western New York, Inc. – LawNY – and Pro Bono Partnership of White Plains, NY. These organizations work closely with volunteer attorneys to offer legal services to clients unable to afford needed legal assistance. With Law NY, Michael has engaged with elderly, low income individuals in rural parts of western New York, providing estate planning assistance. He is looking forward to expanding his efforts on behalf of Law NY clients to include uncontested divorce work. Pro Bono Partnership assists qualifying nonprofit organizations in Connecticut, New Jersey, and New York (primarily the Lower Hudson Valley and Long Island) that primarily serve communities in this tristate area with their business legal needs. The Partnership, on a case-by-case basis, strives to match a nonprofit’s need with the volunteer. Most recently, Michael has volunteered to be part of a new alternate dispute resolution program being implemented in the 9th Judicial District inviting small claims court litigants to use non-binding mediation provided by a panel of attorneys pro bono.
