New York State Bar Association Commends Passage of ‘Halt’ Act

New York State Bar Association President Scott M. Karson made the following statement today about Gov. Andrew M. Cuomo signing into law the Humane Alternatives to Long-Term Solitary Confinement Act, also known as the “HALT” Act.
“The New York State Bar Association has long advocated significant restriction of the use of prolonged solitary confinement – a practice that is both inhumane and wholly unworthy of our modern justice system. Numerous studies have found that long-term solitary confinement results in psychological and physical damage. In addition, it is counterproductive to the goals of rehabilitation and reintegration and contrary to human dignity. New York is solidifying its reputation as a progressive policy leader by taking steps to curtail this outdated and damaging approach to incarceration, and NYSBA is gratified to have played a role in supporting this important step forward.”
