New York State Budget Negotiations Underway

In the last week of March, the New York State Legislature and the executive branch will finish negotiating a budget for next fiscal year. That means each branch of government jockeys for what its members think best serves the interests of the state.
The New York State Bar Association Department of Governmental Relations is also just as active as we advocate on behalf of the association’s legislative priorities.
The New York State budget process uses an executive budget model. Under this model, the governor develops an executive budget proposal, which serves as the starting point of budget negotiations. The executive proposal is released in late January and includes both fiscal and policy proposals.
After the executive budget is released, the Senate and Assembly analyze and develop their own budgets by accepting, rejecting, or modifying the proposals included in the executive budget. The houses may also add their own proposals, separate from what is included in the executive proposal.
Once all proposals have been developed, the Legislature and executive branches begin negotiations. Currently, the executive, Senate and Assembly have released their budgets and are in the midst of the final week of negotiations. The three parties must come to an agreement by March 31, the end of the state’s fiscal year
