NYSBA President Applauds Gov. Cuomo’s Proposal to Legalize and Create Equitable Adult-Use Cannabis Program

New York State Bar Association President Scott M. Karson issued the following statement in response to Governor Andrew Cuomo’s commitment to legalize cannabis for adult recreational use.
“Governor Cuomo rightly recognizes the significant opportunity a well-regulated adult-use cannabis program presents when it comes to generating much-needed revenue and jobs for New York.
Similarly, his focus on the inclusion of social equity provisions in such a program is both timely and appropriate. It is imperative that any adult-use program directs revenue to communities disproportionately harmed by ill-conceived cannabis prohibitions and enforcement and enables impacted individuals to participate in the industry if they desire.
In January 2020, NYSBA’s House of Delegates adopted a report by the Committee on Cannabis Law regarding potential legal and policy challenges and benefits posed by the legalization of cannabis for adult-use. The report can be read here.
Cannabis legalization has also been adopted by NYSBA as a 2021 legislative priority. We stand ready to assist and advise state leaders in the coming months as the legalization debate unfolds.”
